Location updating就是tmsi的更新这一篇文章是关于由手机发起的tmsi更新

inex卡贴是能激发手机发起tmsi更新
我认为这篇文章应该有inex的避重启取信方法的线索

tmsi的更新重试失贴的计数器, 防止手机无限向基站重试, 浪费网络资源如果能取消这个限制的话, 手机会不会无限重试, 直到取到信号为止呢?

以下为重设计数的情况

Location updating not accepted bythe network网络拒绝tmsi更新
